What does “SAR” mean?

In1996,theFCC,workingwiththeFDA,theU.S.EnvironmentalProtection

Agency,andotheragencies,establishedRFexposuresafetyguidelines

forwirelessdevicesintheUnitedStates.Beforeawirelessdevicemodelis

availableforsaletothepublic,itmustbetestedbythemanufacturerand

certifiedtotheFCCthatitdoesnotexceedlimitsestablishedbytheFCC.

OneoftheselimitsisexpressedasaSpecificAbsorptionRate,or“SAR”.

SARisameasureoftherateofabsorptionofRFenergyinthebody.Tests

forSARareconductedwiththedevicetransmittingatitshighestpowerlevel

inalltestedfrequencybands.Since1996,theFCChasrequiredthatthe

SARofhandheldwirelessdevicenotexceed1.6wattsperkilogram,averaged

overonegramoftissue.

AlthoughtheSARisdeterminedatthehighestpowerlevel,theactualSAR

valueofawirelessdevicewhileoperatingcanbelessthanthereportedSAR

value.ThisisbecausetheSARvaluemayvaryfromcalltocall,depending

onfactorssuchasproximitytoacellsite,theproximityofthedevicetothe

bodywhileinuse,andtheuseofhands-freedevices.Beforeadevicemodel
